Is ChatGPT memory private? Who can actually see it

Private from other users, not from OpenAI. The company can access memory to operate, moderate, and in some cases train the service, and it can be produced under legal process. Nothing about it is revocable the way you can revoke a file you shared and then decide to take back.

What "private" means here, and what it doesn't

No other ChatGPT user can open your memory. That part is true and matters.
